رسالة هامة إلى الحكومة الكندية (إشكالية الخبرة الكندية) !!!بقلم معتز أبوكلام

ألفت عناية الحكومة الكندية إلى واحدة من المفارقات التي تواجه القادم الجديد في كندا، وهي ما يسمى
( Canadian Experience )( الخبرة الكندية).
يأتي المهاجرون ممن استقطبتهم برامج الهجرة من خلال
( skilled workers)
ومنهم المعلم والطبيب والمهندس والمحاسب وغيرهم كثير ويكون كل منهم قد أضنته سنوات الدراسة ثم دخل معترك العمل وحقق خبرة لا يستهان بها في بلده الأم، فإذا ما حط قدماه في بلاد السيدة كندا وجب عليه أن يصفر عداد عمره وخبرته من جديد ليبدأ المعداد سيرته الأولى وكأنه قادم إلى الحياة من جديد. وكلما توجه للتقدم لعمل ما يباغته السائل بسؤال بليد، (هل لديك خبرة كندية؟) دون أي إهتمام بخبرته في بلده الأم! ومن خلال التجربة لدي إعتراضين على هذا السؤال التقليدي: أولا، سؤال كهذا يفتقد للمنطق، فكيف لقادم جديد أن يحوز على هذه الخبرة وهو إسمه قادم جديد!!! والإعتراض الثاني وهو الأهم، إن التقليل من الخبرات السابقة للقادمين الجدد وعدم الأخذ بها يُعتبر نقطة ضعف وتعالي في منظومة العمل في كندا. ولو أن هذه المنظومة غيرت من استراتيجيتها واستثمرت هذه الخبرات وذللت العقبات أمام أصحابها من خلال إتاحة الفرص للدخول سريعاً سوق العمل لأثمر ذلك تنوعاً للخبرات فريد من نوعه في العالم أجمع. كندا تُفاخر بتعدد الثقافات على أراضيها فلما لا يكون هناك تفاخر بتعدد الخبرات أيضا ولما نضيق على أنفسنا وعلى المجتمع الكندي ونحصر الخبرة فنجعلها تحت مسمى واحد، اسمه (الخبرة الكندية)!! هل هذا نوع من الغرور أو النرجسية تمارسه بعض الجهات التوظيفية في البلد!! أعتقد أن هذا الأمر لا يستوي مع بلاد تسمي نفسها بلاد المهجر، وتدفق المهاجرين فيها يعتبر سبباً حيوياً لإستمرار نبض الحياة فيها. أتمنى على حكومة الليبرال ممثلة برئيس الوزراء العزيز جاستن ترودو الذي أعتز بالإنتماء إلى حزبه أن لا يستهينوا بالخبرات والعقول المهاجرة وأن يعطوها حق قدرها وأن يكبحوا جماح الشركات الكبرى التي تجعل من الخبرة الكندية شرطا لازماً للحصول على أي عمل وتتزَرع بهذا الشرط (وبالمناسبة هو شرط غير قانوني)، لتجبر المهاجر الجديد على العمل التطوعي لديها، ريثما يحصل على الخبرة الكندية، ويسمونه عمل تطوعي ولكنه ينطوي على كثير من الإستغلال والإبتزاز ولقد خصصت مقالة هامة تحدثت فيها عن إشكالية وإزدواجية العمل التطوعي ( Voluntary work) عنوانها "العمل التطوعي في كندا بين الفضيلة والإستغلال".
عودة لموضوع المقالة، أرجو السعي جديا لتخفيف العبئ عن المهاجر الجديد بحيث تكون شروط الدخول إلى سوق العمل عند الحدود الدنيه وفي كل التخصصات وخاصة حاملي الشهادات العليا الذين قُبلت ملفاتهم أصلا بموجب شهاداتهم ومهاراتهم في بلدانهم فهل يجوز تجريدهم منها بمجرد وصولهم إلى كندا!! إن هذا الأمر يحمل كثيرا من التناقضات وبرأي يترتب عليه سلبيات عدة يحضرني بعض منها الآن.

أولا: تأخير إندماج المهاجر  بالمجتمع الكندي بسبب عدم تسهيل دخوله المبكر إلى سوق العمل.

ثانيا: عدم توفر فرص العمل بوقت مبكر، يبرر للقادم الجديد السعي للحصول على (welfare) وهذا بدوره يكلف خزينة الدولة ودافعي الضرائب ملايين الدولارات كل عام. وينجم عنه لاحقا إتكال الشخص على معونات الدولة، فتثبط الهمم وتذبل العزيمة ويتحول القادم الجديد إلى عالة مبكرة برزت في غير وقتها بدلا من إستثمار إمكانياته وحرفيته بشكل يجعله يَفيد ويستفيد. وهناك أمر غاية في الأهمية أود لفت عناية الحكومة الكندية إليه، إن المهاجرين عموما وخاصة القادمين من الشرق الأوسط ومن سوريا تحديدا معظمهم أناس عصاميون لم يعتادوا أخذ مساعدات مادية من دولهم بل أعتادوا العمل وبذل الجهد والتكافل فيما بينهم، ومعظمهم يمتاز بكفاءات وخبرات وحرفية عالية قل مثيلها. لذلك أخشى ما أخشاه أن يألف الناس عيش المعونات فيستغنوا عن أحلامهم التي رسموا لها في موطنهم الجديد.

ثالثا: اضطرار البعض للعمل (بالكاش) مما ينجم عنه استغلال أرباب العمل لهم وربما أكل حقوقهم أحيانا ناهيك عن خسارة خزينة الدولة من عائدات الضرائب التي يصعب تحصيلها في هذه الحالة.

رابعا: إن عدم الإنخراط بالعمل مبكراً يجعل القادم الجديد عرضة للفراغ القاتل الذي يؤدي لكثير من المشاكل الإجتماعية والصحية والنفسية وخاصة عندما يتزامن ذلك مع صدمة الإغتراب الأولى فتزداد (البلة طين)  وتتضاعف العقبات أمام المهاجرين مما يضطر البعض للتفكير جدياً بالعودة إلى وطنه الأم وقد ينجم عن ذلك تداعيات سلبية على حركة الهجرة إلى كندا عموما. ولعل هناك سلبيات عدة أترك لكم وللقارئ الكريم تخيل تبعاتها.

إقتراح: إن كان لا بد من الخبرة الكندية فأقترح على الحكومة إحداث برنامج يمكن تسميته:
Canadian Experience Program ( CEP)
برنامج الخبرة الكندية، شبيه ببرنامج ال (co-op ) ولكن أكثر تركيزا. يستطيع المهاجر الجديد الإلتحاق بهذا البرنامج على مدى شهر مكثف يطلع خلاله على آليات العمل في السوق الكندية كلاً حسب مجاله وتخصصه، ومن ثم يمكن إعتبار حضور هذه الدورة التأهيلية التفاعلية، بوابة عبور رسمية لدخول سوق العمل الكندية.

وإنطلاقاً من الشعور بالمسؤولية أحببت أن أسلط الضوء على هذه المشكلة الحقيقية التي تعرقل مسيرة  الكثيرين. ناهيك عن محبتنا لهذا البلد العظيم الذي يرحب بكل المهاجرين إليه ونعتبره وطننا الثاني بكل فخر واعتزاز وبالتالي نغار عليه من أن يعبث به العابثون أو أن يُساء لأحد فيه أو يُستغل على أرضه.

أخيراً أتمنى على الحكومة النظر في هذه المسألة والمقترح الذي قدمته أنفاً وإيلائهما العناية المستحقة.

Important message to the Canadian government, ( Canadian Experience Problem) !!!

I would like to draw the attention of the Canadian government to one of the paradoxes facing newcomers in their new homeland, Canada. It is called
(Canadian Experience).
Immigrants who immigrated  to Canada through
(Skilled worker Program)
including teachers, doctors, engineers, accountants and so many others, each of whom had spent years of study and achievement, then entered the workplace and achieved considerable experience in his/her home country, but the moment he or she sets foot in Canada, they must reset the meter again to start their life experience as if they have been born again. Whenever you apply for a job as an immigrant, you will be faced with a blunt question "do you have a Canadian experience?" Without showing any interest in the applicant's experience from the home country!
In this regard I have two objections to this traditional question:
First, such a question lacks logic, so how to a newcomer to have this experience since he or she is still considered as a newcomer!!!
The second, and the most important objection is that belittling the experience of newcomers that they have acquired in their countries and not taking them into account is a point of weakness and arrogance in the Canadian work system. I believe that if this system has changed its strategy and invested these experiences seriously, and if obstacles facing newcomers were removed through providing them with opportunities to enter the labor market faster, this would result in a variety of unique experiences, especially as Canada boasts multiculturalism and diversity on its land, so why not respectively boast the multiexperience as well so the Canadian society will become richer and richer rather than having only one experience called "Canadian experience".

I wonder if this is a kind of vanity or narcissism practiced by some companies and employment agencies in the country !! I think that this shouldn't be accepted in a country which is considered as a pioneer in diversity, and the flow of immigrants is a vital reason for the continuation of the pulse of life in it.
I wish the Liberal Government, represented by the Prime Minister Justin Trudeau, and I feel proud to be a member in his party, not to underestimate and to give the immigrants' expertise and minds the strength and to restrain the big companies that make Canadian experience a necessary condition for any work and are cultivated by this condition ( which is an illegal condition), to force the new immigrant to volunteer work, pending the experience of Canada, and call it a voluntary work, but this involves a lot of exploitation and extortion, and I have dedicated a subsequent article in which I talk in details about the problem and the contradicted concept of voluntary work in Canada. The title of that article was " Voluntary Work in Canada Between Virtue and Exploitation ".
Back to the subject, I hope to strive all together seriously to ease the burden on the new immigrant so that such recruitment  requirements would be at the minimum level and in all fields, especially immigrants under the skilled worker program, such as academics, doctors, engineers and others whose files were originally accepted according to their certificates and skills in their countries. Is it permissible to deprive them of these skills and experiences as soon as they arrive in Canada? This is a matter of many contradictions, which lead to several disadvantages, and please let me shed light on  some of them.

1: It delays the integration of the immigrant into the Canadian society because of the lack of early entry into the labor market.

2: The lack of job opportunities will justify to the newcomer to seek social assistance, (Welfare) which  costs the state treasury and taxpayers millions of dollars each year. As a result of this matter, the newcomer will turn to be a dependent on the state aid, which will  discourage the momentum and the determination of the newcomer instead of investing his or her potential and professionalism in a way that makes use and benefit.

Besides, there is a very important thing I would like to draw the attention of the government to. Immigrants, in general, especially those from the Middle East and Syria in particular, are mostly self-employed people who are not accustomed to taking welfare from their states. They are accustomed to work and exert efforts and solidarity among themselves. Most of them are characterized by unparalleled competence, expertise and professionalism in all fields. So I am afraid that those people will familiarize themselves with living aid, and consequently abandon their dreams and ambitions that they have planned for in their new homeland.

3: Some people will be obliged to work in the black market, which leads to employers taking advantage of them and sometimes not paying their wages, not to mention that tax revenues will be so difficult to collect.

4: The lack of early integration at work makes the newcomer vulnerable to the deadly nothingness, which may result in many social, health and psychological problems especially when it coincides with the first shock of moving to a new country. All of these obstacles will add salt to injury and make some immigrants think seriously to return to their homeland which may have negative implications for migration to Canada in general.
Perhaps there are several disadvantages that I leave to you and to the reader to imagine the consequences.

Proposal: If Canadian experience is needed, I propose to the government to create a program that can be called:
Canadian Experience Program (CEP), similar to the co-op program, but is more specific, so any new immigrant can join the program over a period of an intensive month, during which he or she will familiarize himself/ herself with the mechanisms and joints of the Canadian market, both according to his or her field and specialization. Thus, this interactive training program can be considered as an official gateway to the Canadian labor market.

 Nevertheless, out of a sense of responsibility, I would like to highlight the real problem that hinders the march of many people, including many friends in various fields. Not to mention our love for this great country, which welcomes all immigrants from everywhere and we consider it as our second homeland with pride, therefore we urge the government to stand strong against the abusers not to abuse or exploit anyone living on this land.

I hope that our government will consider this issue along with the proposal mentioned above.
